It is the policy of the Baltimore City Department of Transportation (BCDOT) to assure that no person shall on the grounds of race, color, national origin, gender, age, marital status, or disability, as provided by Title VI of the Civil Rights Act of 1964, and the Civil Rights Restoration Act of 1987 be excluded from participation in, be denied benefits of or be otherwise subjected to discrimination under any programs or activities it administers. Furthermore, it is the department’s goal to maintain policies, guidelines, and practices that are designed to ensure that all: constituents who are receiving services, entities providing services for or acting as a representative on behalf of the department including: prime contractors, sub-contractors, vendors, or consultants are receiving treatment that is in accordance with all Federal Title VI mandates. 

The Baltimore City Department of Transportation takes all allegations of discrimination seriously. If you feel that you have been discriminated against based on your race, color, gender, disability, national origin, religion, creed, marital status, financial status, or age you may file a complaint of discrimination. Any allegation of discrimination based on the components listed above will be investigated by the BCDOT Contract Administration/Civil Rights Division. Complaints must be filed with the Department within 180 days of the alleged discriminatory act. 

If you would like to file a complaint with the Baltimore City Department of Transportation because you feel you have been discriminated against based on any of the criteria described above, or you are an individual requiring Limited English Proficiency (LEP) language services or services in regard to disability/The Americans with Disabilities Act (ADA) and would like to obtain a complaint form, request a copy of the BCDOT’s Title VI policy, or Limited English Proficiency Plan, please direct all inquiries to:
