It is the policy of the Baltimore City Department of Transportation (BCDOT) to assure that no person shall on the grounds of race, color, national origin, gender, age, marital status, or disability, as provided by Title VI of the Civil Rights Act of 1964, and the Civil Rights Restoration Act of 1987 be excluded from participation in, be denied benefits of or be otherwise subjected to discrimination under any programs or activities it administers. Furthermore, it is the department’s goal to maintain policies, guidelines, and practices that are designed to ensure that all constituents who are receiving services, entities providing services for or acting as a representative on behalf of the department including: prime contractors, sub-contractors, vendors, or consultants are receiving treatment that is in accordance with all Federal Title VI mandates. 

BCDOT takes all allegations of discrimination seriously. If you feel that you have been discriminated against based on your race, color, gender, disability, national origin, religion, creed, marital status, financial status, or age, you may file a complaint of discrimination.  Any allegation of discrimination based on the components listed above will be investigated by the BCDOT Civil Rights Division.  Complaints must be filed with the Department within 180 days of the alleged discriminatory act.

Title VI Civil Rights Act

The Baltimore City Department of Transportation (BCDOT) operates its programs and services without regard to race, color, and national origin in accordance with Title VI of the Civil Rights Act.  Any person who believes they have been aggrieved by any unlawful discriminatory practice under Title VI may file a complaint with Baltimore City.  Complaints will be thoroughly investigated.  BCDOT intends to provide a system for processing and investigating complaints of discrimination and to ensure that both parties receive prompt, fair, and impartial consideration of their allegations under due process.

Title VI Complaint Procedure

Any person who believes they have been discriminated against based on race, color, or national origin by BCDOT may file a Title VI complaint by completing and submitting the agency’s Title VI Complaint Form The BCDOT investigates complaints received no more than 180 days after the alleged incident.  The Authority will process complaints that are complete.

The complaint must contain the following information:

  • The name and mailing address of the person filing the complaint.
  • Contact information (telephone number, email, P.O. Box, etc.).
  • If you have a representative, you will also need to provide your representative's name, address, and telephone number.
  • The name of the transit service, date, location, and time; or office you believe discriminated against you.
  • The basis of the complaint (what the complaint is about).  You may give more than one basis if applicable.
  • A specific description of the issues of the discrimination complaint, including the dates of the alleged discriminatory act.
  • Corrective action requested and remedy sought.
  • You must be able to state why you believe the problem occurred, for a reason such as race, color, or national origin.

The Baltimore City Department of Transportation (BCDOT) is committed to a policy of full accessibility and does not discriminate in the provision of any of its business activities.  The City of Baltimore is committed to upholding the intent and spirit of Title II of the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act of 1973 to the fullest extent possible.  This commitment extends to all programs, services, and activities of the BCDOT, such that no qualified individual with a disability shall be discriminated against based on their disability.

Accessibility and Accommodation

The Charm City Circulator (CCC) is dedicated to making it easier for all customers to use our services.  All CCC buses contain features and equipment that allow riders with disabilities to board, ride, and exit vehicles easily and comfortably. 

Public transportation accessibility accommodation modifications may include ramps, lifts, changes in stop locations, designated seating areas, and complementary (non-fixed route) bus systems.  For reasonable accommodation modifications questions or concerns please contact:

ADA Paratransit Services

ADA Paratransit service is available for individuals with disabilities that prevent them from using the fixed-route Charm City Circulator service.  ADA paratransit services for the Charm City Circulator are provided by the Maryland Department of Transportation Maryland Transit Administration Mobility.  Visit their website for more information.
