Traffic Modifications for the Moonrise Festival at Pimlico Race Course

The BCDOT would like to advise motorists that temporary traffic modifications will be implemented for the Moonrise Festival.  The event will be held on Saturday, August 12 and Sunday, August 13, 2023 at Pimlico Race Course.  

In preparation for the event, the following road closures and special traffic patterns will be implemented:

Thursday, August 10, 2023 starting at 6:00 p.m. through Monday, August 14, 2023 at 12:00 noon:

• Rogers Avenue – Closed from Winner Avenue to W. Northern Parkway
• Bland Avenue – Closed from W. Northern Parkway to Rogers Avenue
• Key Avenue – Closed from W. Northern Parkway to Rogers Avenue
• Woodcrest Avenue – Closed from W. Northern Parkway to Rogers Avenue
• Merville Avenue – Closed from W. Northern Parkway to Rogers Avenue
• Stuart Avenue – Closed from W. Northern Parkway to Rogers Avenue

Friday, August 11, 2023 starting at 10:00 a.m. through Monday, August 14, 2023 at 2:00 a.m.:

• Winner Avenue – One-way traffic northbound from Hayward Avenue to W. Northern Parkway
• Rogers Avenue – One-way traffic westbound from Winner Avenue to Park Heights Avenue

Saturday, August 12^th and Sunday, August 13, 2023 from 10:00 a.m. to 7:30 p.m.:

• Hayward Avenue – One-way traffic eastbound from Park Heights Avenue to Winner Avenue
• Eastbound Northern Parkway – Left lane closure from Park Heights Avenue to Greenspring Avenue
• Cylburn Avenue – Closed from W. Northern Parkway to Greenspring Avenue

Saturday, August 12^th and Sunday, August 13, 2023 from 8:30 p.m. until 2:00 a.m. the following morning:

• Eastbound Northern Parkway – Right lane closure from Bland Avenue to Pimlico Road
• Pimlico Road – Closed from W. Northern Parkway to Ken Oak Avenue
• Southbound Jones Falls Expressway exit ramp to eastbound W. Northern Parkway – Closed; motorists will be redirected to the Cold Spring Lane exits.
• Hayward Avenue – One-way traffic westbound from Park Heights Avenue to Winner Avenue

Patrons attending the festival are strongly urged to carpool or use public transportation.  Motorists that choose to drive to Pimlico Race Course should park at commercial lots and avoid parking in area neighborhoods.  All posted parking restrictions will be strictly enforced, and vehicles parked in violation will be ticketed and towed. 

Vehicles that are relocated during the event will be taken to Cylburn Avenue just south of Northern Parkway.  Motorists with questions concerning the location of their vehicle should call 311.

Motorists traveling in northwest Baltimore this weekend may experience delays throughout the day/night and should be on the watch for pedestrians and changing traffic patterns while driving.

Traffic Modifications for The Breathing New Life 5K

This Saturday, traffic modifications will be implemented for the Breathing New Life 5K which will be held from 9:00 a.m. to 3:00 p.m. 

The race kicks off along Braddish Avenue at 9:00 a.m.  Participants will follow the race route listed below, with lane closures being implemented along the route for the runners where possible:

• Start on Braddish Avenue facing southbound
• Continue south towards West Lafayette Avenue
• Turn left onto West Lafayette Avenue 
• Turn left onto North Warwick Avenue 
• Turn right onto Mosher Street
• Turn left onto Wheeler Avenue
• Turn left onto Winchester Street 
• Turn left on Braddish Avenue to finish.

In preparation for the event, the following roads will be impacted on Saturday, August 12, 2023 from approximately 8:00 a.m. to 4:00 p.m. with lane closures in effect where possible:

• Braddish Avenue from Winchester Street to West Lafayette Street
• West Lafayette Avenue from Braddish Avenue to North Warwick Avenue
• North Warwick Avenue from West Lafayette Avenue to Mosher Street
• Mosher Street from North Warwick Avenue to Wheeler Avenue
• Wheeler Avenue from Mosher Street to Winchester Street
• Winchester Street from Wheeler Avenue to Braddish Avenue

Motorists should be advised that temporary traffic stops may be implemented during the race for the safety of participants. Traffic Enforcement Officers will be stationed along the route to help facilitate the movement of traffic.  Motorists traveling in this vicinity should be on the watch for pedestrians and are encouraged to use alternate routes to avoid delays.

Traffic Modifications for the Baltimore Ravens Preseason Football Game

This Saturday, traffic modifications will be implemented for the Baltimore Ravens Preseason Football Game which will be held at M&T Bank Stadium starting at 7:00 p.m.

On Saturday, August 12th, 2023 the following roadways will be closed to through traffic before the start of the game at approximately 4:00 p.m. and before the end of the game at approximately 9:30 p.m.:

• Hamburg Street between Leadenhall Street and Paca Street
• Russell Street Service Road northbound (which runs alongside M&T Bank Stadium) closed at Russell Street
• Ostend Street between Sharp and Warner

In addition, heavy vehicular and pedestrian traffic will occur along Russell Street, Warner Street and Bayard Street in the vicinity of the stadiums. Motorists traveling in this vicinity should be on the watch for changing traffic patterns and are encouraged to use alternate routes.

Traffic Modifications for Roadway Right of Way Cleaning

The following lane closures will be implemented on Sunday, August 13, 2023 (times are approximate):

• Northbound and southbound Jones Falls Expressway / I-83 left lane closures from Fayette Street to the city line 6:00 a.m. to 2:00 p.m. 

Motorists traveling in these vicinities should be on the watch for changing traffic patterns and are encouraged to use alternate routes.

Traffic Modifications for the Baltimore Farmers' Market & Bazaar

This Sunday, traffic modifications will be in effect for the Baltimore Farmers' Market & Bazaar, which is held under the Jones Falls Expressway along Saratoga Street between Holliday and Gay Streets.

On Sunday, August 13, 2023 the following road and lane closures will be implemented from approximately 6:00 a.m. to 2:00 p.m. with detours in effect:

• Holliday Street closed from Pleasant Street to Saratoga Street
• Pleasant Street closed at Holliday Street
• Hillen Street center lane closure at Fallsway

Motorists traveling in this vicinity should be on the watch for changing traffic patterns and are encouraged to use alternate routes.
