In 2018, Baltimore adopted a new Complete Streets Ordinance that changed the city's transportation landscape.  The Complete Streets approach elevates the priority of pedestrians, bicyclists, and transit users in planning and roadway design to increase the quality of life and mobility in Baltimore City.

Manual Development

Baltimore City is developing a Complete Streets Manual as part of the Complete Streets effort.  The major components of the manual will be:

  • Design Standards for promoting safer streets, slower speeds, and increased walkability
  • Modal hierarchy for how the City prioritizes different modes when planning and designing projects
  • Street typologies for classifying city streets and standardizing roadway layout
  • Project prioritization process that identifies and screens projects with an equity lens
  • Community engagement policies centered around equity

A draft Complete Streets Manual was released by April 1, 2020, for public comment.


Complete Streets Advisory Committee Meetings

The Complete Streets Advisory Committee meets at least four times per year to discuss the development of the Complete Streets Manual, propose complete streets projects, and encourage interagency collaboration. 

The Advisory Committee is comprised of five major city agencies that work within the public right of way:

  • Department of Transportation - Clea Baumhofer
  • Department of Public Works - Yolanda Winkler
  • Department of Planning - Kristen Ahearn
  • Department of Housing and Community Development - Jason Wright
  • Fire Department - Sean Eames
