Red Line Transportation Opportunities Plans (TOPS)
The Red Line Transportation Opportunities Plan (TOPS) will plan for improved access to proposed Red Line Stations. The Red Line will provide ladders of opportunity to assist Baltimoreans in improving their economic condition and quality of life and will create and improve connections between people and centers of employment, education, and healthcare. TOPS will attract and facilitate private sector development in all Red Line station areas. In addition to enhancing neighborhood access to the Red Line, residents will gain access to better jobs, education and training, services, and shopping. TOPS will foster customer access from Red Line stations to City businesses and will promote workforce development, focus public investment in education, encourage better housing and economic development, and plan for the removal of transportation system barriers.
